Legal Costs Related to the Grenfell Tower Fire

Under the Mayor’s Direction of April 2018, prior authority is to be sought from the Deputy Mayor for Fire and Resilience to incur further expenditure on legal costs for 2021/22, and to incur legal cost in 2022/23 relating to the Grenfell Tower fire and delegation is sought from the London Fire Commissioner to the Director of Corporate Services to make decisions to incur such expenditure in 2021/22 and 2022/23.

London Fire Brigade 2023-2026 Training Plan

The London Fire Commissioner proposes to move to a three-year training plan in order to extend its training planning horizon, and by so doing build in additional flexibility for both the Brigade and its staff. The longer-term approach facilitates a focus on increasing and maintaining skills levels, whilst also allowing officers to adapt to changes in demand more intelligently.

Property Compliance and Audit (C&A) Provision

The London Fire Brigade (LFB) is required to ensure that LFB has a legally compliant and safe estate. The current contract for Compliance & Audit (C&A) services expires in September 2023. Provision of a C&A contract will assist in delivering the LFB’s Duty Holding responsibilities.

Prevention and Protection Establishment increase - Building Safety Regulator

There are two elements to the proposals made in this paper. The first is the role of LFB in providing assistance to the new Building Safety Regulator (BSR) as required by the Building Safety Act 2022 (BSA). The recruitment of additional staff to service the request by the BSR for assistance is considered to have a number of benefits to improvement of fire safety coverage in London’s built environment.
