Protection Staff Retention

Historically, there has been a balanced mix of operational and FRS staff in Fire Safety (Protection), in recent years however the numbers of operational staff have diminished with the workforce of inspecting officers and fire engineers being predominantly FRS-based staff. Since the Grenfell Tower fire, there has been a significant uplift in Protection work as well as a protracted and significant market demand for competent technical fire safety staff from both public and private sector.

Maternity Pay Proposal

This report proposes to increase the period of paid maternity and adoption leave to which staff are entitled to support women in the London Fire Brigade’s (LFB) workforce and to aid recruitment and retention by making the London Fire Commissioner (LFC) the employer of choice.

London Fire Brigade (LFB) – Carbon Net Zero (CNZ) – Provision of Increased Electrical Power at 55 Fire Stations

This report seeks authority for the London Fire Commissioner (LFC) to commit capital expenditure to commence a project to increase the electrical power provision at London’s fire stations by providing individual electrical sub stations at selected fire stations. This project forms Pillar One of LFB’s carbon net zero plans and will put in place the building blocks for LFB to become carbon net zero.

Procurement of Paging Service

The LFC contract to provide paging services is set to expire in November 2023. Paging is extensively used to facilitate the transmission of both operationally urgent and non-urgent messages to individuals and groups of eligible LFB operational officers and to fire appliances. This report seeks authority to procure a new paging service to ensure continuity of operations for the LFC, when the existing contract comes to an end in November 2023.

Establishment of an Advisory Panel following Culture Review and appointment of an Independent Chair

In March 2021, the London Fire Commissioner initiated an independent review of LFB’s culture. The review was led by Nazir Afzal and reported in November 2022. The review gave a diagnosis of institutional racism and misogyny, and poor treatment of neurodiverse and LGBTQ+ colleagues, supported by evidence of poor and unfair treatment of marginalised groups across the brigade. The review made 23 recommendations which have been accepted by LFB.

Assessment of Risk 2023

The Assessment of Risk (AoR) for London is the Brigade’s current understanding of the risks affecting the capital to which London Fire Brigade could be expected to respond. This assessment is used to inform the London Fire Commissioner’s plans for reducing risk in London, as set out in the Community Risk Management Plan (CRMP). When the CRMP was approved, the LFC committed to an annual review of the AoR and this report presents the Assessment of Risk 2023.

National Operational Guidance Implementation

This is a collaborative business case that will deliver a transformational change in the LFC’s adoption and implementation of the ‘Response’ Fire Standards and the associated National Operational Guidance (NOG).

Legal Costs Related to the Grenfell Tower Fire

Under the Mayor’s Direction of April 2018, prior authority is to be sought from the Deputy Mayor for Fire and Resilience to incur further expenditure on legal costs for 2021/22, and to incur legal cost in 2022/23 relating to the Grenfell Tower fire and delegation is sought from the London Fire Commissioner to the Director of Corporate Services to make decisions to incur such expenditure in 2021/22 and 2022/23.

Response Strategy 2023 - 2026

This report presents the LFB Response Strategy for approval, which supports the Community Risk Management Plan 2023.
