The Grenfell Memory Project was established in March 2023 as part of the Civil Settlement Agreement reached with 904 Alternative Dispute Resolution (ADR) claimants.
The settlement agreement highlights key principles that guide our work:
- Community Consultation: The Grenfell community must be fully consulted on the scope of the Memory Project initiatives, and their support is vital.
- Protection of ADR Claimants’ Interests: The design and implementation of the project must prioritise the interests of the ADR claimants.
As part of this agreement, the London Fire Commissioner committed £8.25 million to fund a long‑term programme shaped by the Grenfell community.
The project is one element of a wider Restorative Justice journey. While we recognise there is still much more to do, the Grenfell Memory Project aims to:
- Help repair relationships between London Fire Brigade (LFB) and communities affected by the Grenfell Tower fire
- Honour the lives of those who were lost
- Create a meaningful and lasting legacy to commemorate the Grenfell Tower fire
In response to early feedback from ADR claimants - including close family members of the deceased, survivors, and residents living near the Tower - we are now consulting on five proposals.
Our public consultation runs from 19 May 2026 to 11 August 2026.
Process
The development of the Grenfell Memory Project will take place in three phases.
1. Pre‑consultation engagement (February – end of June 2025)
During this phase, we worked closely with ADR claimants - close family of the deceased, survivors, residents of the Grenfell Walkways, and other claimants - to co‑design the foundations of the Memory Project. Their feedback was independently analysed by Verve, a specialist research agency.

2. Formal consultation with the wider Grenfell community (19 May – 11 August 2026)
Building on the pre‑consultation insights, we are now seeking views from the wider Grenfell community and residents across the five wards of North Kensington. This phase will gather feedback to help shape and strengthen the proposals for the Grenfell Memory Project.
3. Decision‑making post‑consultation (2027)
After the consultation closes, all feedback will be independently analysed and compiled into a report. We will then review the findings - together with ADR claimants - to finalise recommendations. This process will ensure the project reflects community priorities and meets our responsibilities.
