Property Compliance and Audit (C&A) Provision

The London Fire Brigade (LFB) is required to ensure that LFB has a legally compliant and safe estate. The current contract for Compliance & Audit (C&A) services expires in September 2023. Provision of a C&A contract will assist in delivering the LFB’s Duty Holding responsibilities.

Prevention and Protection Establishment increase - Building Safety Regulator

There are two elements to the proposals made in this paper. The first is the role of LFB in providing assistance to the new Building Safety Regulator (BSR) as required by the Building Safety Act 2022 (BSA). The recruitment of additional staff to service the request by the BSR for assistance is considered to have a number of benefits to improvement of fire safety coverage in London’s built environment.

Procurement and Financial Delegations

Recommends amendments to the London Fire Commissioner’s Scheme of Governance. It proposes that approval of procurement initiation under the Procurement Standing Orders should be delegated by the Commissioner to the Director of Corporate Services (DCS) and to the Assistant Director (Professional and Technical) and that the Assistant Director (Finance) should have delegated authority to exercise certain powers relating to financial management concurrently with the DCS

Minor Revisions to the LFC Scheme of Governance

The London Fire Commissioner (LFC) Scheme of Governance (SoG) sets out the rules and procedures under which the organisation operates. Authority to make revisions to the SoG resides with the Commissioner. Proposed within the report are minor revisions to the SoG which seek to reflect organisational changes within LFB and other minor changes which are of an administrative nature and which simplify interpretation and understanding of SoG requirements.

Extension of the Independent Advice and Investigation Service

The external complaints service provided by CMP Solutions was set up on 28 November 2022 to handle complaints relating to bullying, harassment and discrimination, and a review of historic cases going back five years. The current approved budget (LFC 0780) for this service was approved to cover the period to 31st May 2023.
