Pre-consultation Engagement

The pre-consultation engagement phase ran from February to June 2025, and is now closed.

Summary

During the pre-consultation engagement phase we:

  • Engaged close family of the deceased and other ADR Claimants (including survivors and local residents) to co-design the content and scope of the Grenfell Memory Project’s options for future public consultation.
  • Ran workshops and meetings
  • Held one-to-one conversations (online and in-person)
  • Encouraged those who wished to provide their feedback privately to complete an online survey.
  • Commissioned The Space (a local group supporting young people affected by Grenfell) to gather views and ideas from young people (aged 16 - 30) within the target group.

We would like to thank everyone who has contributed their thoughts and ideas to the Grenfell Memory Project during this phase. We are deeply grateful for the insights and reflections shared.

"I want to express my deepest gratitude to everyone who took part in the pre-consultation phase of the Grenfell Memory Project. This independently compiled report is an important milestone, informed by the voices of family members who lost loved ones, survivors, and other claimants of the 2023 civil settlement.

“Your contributions — from ideas to preserve personal memories, to initiatives that support children and young people, and proposals to help prevent future tragedies — have been invaluable.

“We will now carefully consider the report’s recommendations and use them to develop detailed proposals for formal consultation. We expect that phase to begin in early 2026, when these co-designed proposals will be shared with the wider Grenfell community.

“Together, we are working to create a Grenfell Memory Project that honours the 72 lives lost, makes a lasting difference, and supports the collective healing and recovery of the community.”

Reach

We worked hard to engage those most deeply affected by the tragedy - in particular, close family members of the 72 individuals who lost their lives, and survivors of the tragedy.

To ensure meaningful inclusion, we carried out a detailed audit of the list of deceased victims and compared it with those we engaged. This meant we could identify and reach out to quieter family voices whose perspectives might otherwise have been missed. This approach aimed to ensure that all affected families had the opportunity to shape the proposals for future consultation.

We are committed to continuing this process during the formal consultation phase and throughout the lifetime of the Grenfell Memory Project.

Overview of participation during the pre-consultation engagement phase

A total of 329 people took part in the pre-consultation engagement. The breakdown is below: 

Close family members of the deceased:

  • 53 engagement meetings, groups and interviews attended
  • 9 questionnaire surveys completed
  • 6 engagements by the Space (local youth group)
  • 68 engagements in total

Survivors, ADR claimants, and residents:

  • 106 engagement meetings, groups and interviews attended
  • 18 questionnaire surveys completed
  • 137 engagements by the Space (local youth group)
  • 261 engagements in total

Past Events

As part of the pre-consultation engagement, London Fire Brigade held a series of six workshops in January and February 2025. These sessions were held both in-person in North Kensington and online:

Past Questionnaire

During the pre-consultation phase we shared a questionnaire to gather views on early project ideas. These were the ideas developed through engagement with close family members of the deceased, survivors, and other ADR claimants.
