If you’re the Responsible Person (landlord, managing agent or building owner) for a residential building, you have legal duties under fire safety legislation.
From 6 April 2026 this will include new duties under The Fire Safety (Residential Evacuation Plans) (England) Regulations 2025 to support residents who would have difficulties evacuating in the event of a fire.

Who is eligible for a Residential Personal Emergency Evacuation Plan (RPEEP)?
Residents may be eligible if they:
- Live in the building as their only home, or main home, and
- Would have difficulty evacuating independently in an emergency, and
- Live in a high-rise residential building, either
- 18m high (or 7+ storeys) or above, or
- 11m – 18m high, where simultaneous evacuation is in place.
You must take reasonable steps to identify residents who may require a plan. This may include:
- Providing clear information to all residents
- Offering a simple way to request an assessment

Your role as the Responsible Person
You must:
- Engage with eligible residents
- Offer to carry out a Person-Centred Fire Risk Assessment (PCFRA)
- If the resident accepts the offer, carry out the PCFRA
- Assess their evacuation needs
- Reduce any risks by putting in place reasonable and proportionate measures.
- Get consent from the resident before creating or sharing an RPEEP. Residents do not have to get an RPEEP, although we strongly encourage it.
- Prepare an emergency evacuation statement in agreement with the resident, setting out what they should do in the event of a fire.
- Keep records up-to-date
- Review plans regularly
- Share the required information with us (see our How to share RPEEPs section below).
You must also ensure:
- Secure storage of personal data
- Compliance with data protection legislation
An RPEEP must be person-centred and practical.
How to share RPEEPs with London Fire Brigade
You must share the following information with us:
- The resident’s flat and floor number
- The level of help that may be needed to evacuate the building
- Whether an evacuation statement is in place
This ensures that if we attend an incident, crews can access up-to-date information about residents who may need help.
You should ensure this information is available as a hard copy in the building’s secure information box. If your building doesn’t have a secure information box, you must install one. We will not accept this information if shared electronically.
You’re responsible for ensuring:
- The resident has consented to information being shared
- Information is accurate
- Information is current
- Updates are uploaded promptly

Building Emergency Evacuation Plans
In addition to individual RPEEPs, you must also prepare a Building Emergency Evacuation Plan (BEEP).
This plan must be shared with us via our High-Rise Building Portal. If you haven’t already, you’ll need to register on the portal and then follow the BEEP template provided.
You must also:
- Place a copy in the buildings Secure Information Box
- Review the plan at least every 12 months, or sooner if changes occur
Disputes
We will not arbitrate any disputes between a Responsible Person and a resident as part of the RPEEPs process. If there’s a dispute, we’ll advise you to refer the disagreement to an appropriate dispute resolution process, such as your complaint’s procedure, an ombudsman service, or the relevant housing authority.
