Class 4.7 - Authority, committee and panel meetings
A list of Authority meeting dates from July 2000, with links to the agendas and reports for each meeting. A decision sheet is published shortly after the meeting has taken place.
4.7.1 Authority agendas, minutes, reports and decisions
Description: Copies of the minutes from meetings (excluding any confidential or exempt information – see below) are published when they have been agreed by the Authority at their next meeting. A composite list of Authority reports with searches by title and subject can be conducted here. Please see the note below about confidential and exempt reports. Background papers are also available (by inspection only) for four years after the meeting concerned; follow the procedure described in Summary of rights to attend meetings.

4.7.2 Committee agendas, minutes, reports and decisions
Description: A list of committee meeting dates (from July 2000), together with the agendas and reports for each meeting. A decision sheet (also included) is published shortly after the meeting has taken place. Copies of the minutes (excluding any confidential or exempt information – see below) are published when they have been agreed by the Committee at their next meeting. Background papers are also available (by inspection only) for four years after the meeting concerned; follow the procedure described in Summary of rights to attend meetings.

4.7.3 Panel agendas, minutes and reports
Description: A list of LFEPA non-executive panel meetings with links to the agendas, reports, progress reports and minutes for each meeting. Copies of the minutes from meetings, excluding any confidential or exempt information, are published when they have been agreed by the Panel at their next meeting. Copies of the panel agendas, minutes and reports are available from January 2003. Please see the note below about confidential reports.

LFEPA currently has three panels: Human Resources & Equalities, Best Value and Finance & Procurement. Panel meetings are non-executive (no power to make executive decisions) which means that they do not take formal decisions. The Local Government (Access to Information) Act 1985 does not apply to Panel meetings. However, to meet our commitment to open government, we apply the same access rights to agendas, minutes and reports to Panel meetings that apply to Committees. Some of the information considered at Panel meetings is therefore treated as confidential or exempt and such information is not included in the publication scheme. Meetings are structured so that any confidential or exempt reports are considered in the second part of the meeting. 4.7.4 LFCDA (& committee) agendas, minutes, reports and decisions
Description: Agendas, reports and minutes for meetings of the London Fire and Civil Defence Authority (LFCDA) and its committees and sub-committees, from its inception until June 2000 when it was replaced by LFEPA. The minutes exclude any confidential or exempt information – please see the note below. Please also see the note below about confidential and exempt reports. Background papers are also available (by inspection only) for four years after the meeting concerned: follow the procedure described in Summary of rights to attend meetings.

4.7.5 Attending meetings
Description: Lists of Authority, Committee and Panel (see notes below) meeting dates. Details about where LFEPA meeitngs, held and how to get there and the facilities and access for disabled people.

Notes: Panels are non-executive (no power to make executive decisions) and the Local Government (Access to Information) Act does not apply to them, their meetings are not normally open to the public. Any executive decisions arising from a Panel’s deliberations will be made at the Authority meeting, which is open to the public.

4.7.8 Reporting timetable – guidance for staff
Description: An LFEPA management note which sets out key deadlines and the process for officers to submit reports to Authority, Committee or Panel meetings.

Notes: LFEPA’s management notes are a series of instructions for staff to follow regarding management matters. Information in the note is updated annually when the new programme of meetings is agreed.
