This information explains how you can submit and ask questions at meetings of the Authority.
Any member of the public can ask a question of the Chairman and Leader of the Authority at ordinary meetings of the Authority.
A question must be submitted in writing (or by email) no later than 2.30 pm. six clear working days in advance (for example, Tuesday for a meeting on the Thursday of the following week). You must also give your name and address. The question should be sent or emailed to the Interim Clerk to the Authority, at the address above.
Questions are asked in the order in which their notice was received (please note that the Chairman may group together similar questions).
You can submit one question at any given meeting.
A question can be rejected if it:
Is not about a matter for which the Authority has responsibility.
Is defamatory, frivolous or offensive.
Is substantially the same as a question which has been asked at a meeting of the Authority in the past six months.
Requires the disclosure of confidential, financial or personal information.
If a question is rejected, you will be sent written advice, including the reasons for the rejection.
Copies of all valid questions and the Chairman’s reply will be circulated to members one hour before the meeting and will be made available to the public attending the meeting. If a questioner is unable to attend the meeting, the written reply will be sent to them.
You are entitled to ask one supplementary question.
Unless the Chairman decides otherwise, no discussion will take place on any question, but any member can move that a matter raised by a question be referred to the appropriate committee. Once seconded, such a motion will be voted on without discussion.
A total time limit of 15 minutes is allowed for public questions, answers and supplementary questions. A supplementary question being answered at the time limit, will be completed.
